Automated Manifest System (AMS)
1. What is AMS?
- An electronic data transmission system managed by U.S. Customs and Border Protection (CBP).
- A procedure for declaring goods intended for import into the U.S.
2. Requirements for Shipments to the U.S:
- Accurate manifest information (goods’ name, quantity, seller, buyer, departure, and arrival ports) must be submitted 24 hours before loading onto the vessel.
3. Purpose
- Essential for combating terrorism and smuggling.
- Regulations issued by CBP in 2004.
- Applies to both maritime and air transport.

AMS Fee and Penalties
1. AMS Fee:
- Fixed fee of 30-40 USD per shipment or Bill of Lading, regardless of the quantity or number of containers.
- Shipping lines handle AMS for Master Bills; Forwarders or Booking Agents handle it for House Bills.
2. Penalty for Late AMS Declaration:
- Fine of 5000 USD per late shipment.
- Penalties are notified several months to a year after shipment.
- Failure to pay results in an inability to export future shipments to the U.S.

Importer Security Filing (ISF)
1. What is ISF?
- Security declaration required for importing goods into the U.S., also known as “10 + 2”.
- Filed with U.S. Customs and Border Protection (CBP).
- Must be transmitted at least 24 hours before shipment departure.
- Penalty for incorrect or late filing is 5000 USD.
2. Penalty for Late ISF Filing:
- Fines range from 5000 to 10000 USD per violation.
- U.S. Customs may hold goods for customs examination, with costs borne by the importer.
