VIETNAM–CHINA LAUNCH PILOT TWO-WAY CARGO TRANSPORT THROUGH HUU NGHI INTERNATIONAL BORDER GATE (LANG SON)

From December 10, 2025, Vietnam and China start a pilot program for two-way cargo transport via Huu Nghi–Youyiguan border gate, expected to reduce transport costs, streamline customs clearance, and facilitate import-export for trading enterprises.

On December 8, 2025, the Dong Dang‑Lang Son Border Gate Economic Zone Management Authority announced that beginning 10 December 2025, they will pilot a two-way cargo transport mechanism between Vietnam and China using the international border gate at Huu Nghi (Vietnam) — Youyiguan (China).

Key points of the pilot scheme

  • Vehicles exporting goods to the neighboring country may — after delivery — carry import cargo on their return journey.
  • The pilot covers dedicated cargo routes and clearance lanes at marker areas: 1119–1120 (Huu Nghi – Youyiguan), 1088/2–1089 (Tan Thanh – Po Chai), and the clearance lane at 1104–1105 (Coc Nam – Lung Ngiu).
  • The trial runs from 10 December 2025 to 09 December 2026.

📦 Expected Benefits

  • Lower transport costs: By enabling two-way cargo loads, trucks avoid returning empty — saving fuel and transport expense.
  • Improved customs throughput: Dedicated routes and clearance lanes with specific procedures are expected to streamline paperwork and customs checks, enhancing clearance speed.
  • Convenience for import-export businesses: Enterprises participating must register and declare with border-guard and customs authorities at the gate.
  • Clear and transparent cargo regulation: In the pilot phase — each transport direction must carry cargo from a single enterprise/owner; for agricultural goods: only one commodity per vehicle; other goods (e.g., electronics) must be in standard containers or compliant vehicles; no mixed-load vehicles allowed.

📌 Conditions and Requirements for Participation

  • Vehicles must carry out loading/unloading, transshipment at designated yards that meet legal requirements for inspection and storage.
  • After delivery, participating vehicles may park at the counterpart’s yard for up to 36 hours; vehicles outside the two-way mechanism must exit within 24 hours of delivery.
  • Goods carried on each leg must belong to one enterprise/owner — no mixing of different consignments.

🔭 Significance for Vietnam–China Trade

The pilot of two-way cargo transport through Lang Son’s border gate represents a progressive step in Vietnam–China logistics cooperation. It has the potential to reduce costs, improve transport efficiency, and facilitate smoother flow of goods. With transparent regulation and streamlined procedures, import-export enterprises can better adapt to demand, accelerate delivery, and lower logistical overhead.

If the pilot succeeds, this model could become a standard practice — helping to enhance trade, logistics capacity and bilateral commerce between the two countries in the coming years.
